Moordryd defeated Phistus but it was later revealed that he cheated with a wraith dragon. He was set-up and thereafter challenged by Moordryd in Episode 4: Opposing Force. The current leader of the Council is Phistus. At the end of the match, one other person may challenge the leader for the position. The winner is decided on best-2-out-of-3 basis.

If no player hits the ground, the round is repeated. The player who hits the ground loses the round. The two players, seated on their dragons, charge at each other with jousting spears, armour and shields at the signal of the referee. A new leader is chosen according to ancient rites: when the incumbent leader of the Council disgraces his/her position, (s)he may be challenged to a dragon jousting match by a person (not necessarily a member) for the leadership position. The leader of the Council has the final say in all matters. Whilst many, if not all, crews who belong to the Council are united against the idea of a war, many of them fight amongst each other for the powerful position as leader that Phistus holds. Phistus, as well as several other members, have highlighted that the purpose of the Council is to keep everyone united and working together to prevent another Dragon-Human War. The Council usually holds democratic meetings to discuss not just racing matters, but security issues and strange activity in the city. That is what this Down City Council does, what it's done for centuries." ― Phistus
